PDF Annotator is a Windows application for adding comments, highlights, freehand handwriting, images, stamps, and signatures directly onto PDF documents. It also supports inserting, merging, splitting, and reordering pages, converting other file types to PDF, and presenting PDFs in a full-screen 'digital whiteboard' mode. Annotations are saved back into the original PDF file so they can be viewed with any standard PDF reader.
