Atlassian raised the list price of Jira Cloud Standard from $9.05 to $9.70 per user a month on October 13, 2026, a rise of about 7%, and Confluence Cloud Standard from $6.70 to $7.15. Jira Premium went from $18.30 to $19.60 and Confluence Premium from $13.20 to $14.10. The Free plans did not change. Every price in this post comes from Atlassian's own future-pricing tables and pricing pages, checked on Nov 5, 2026, in US dollars.

What did not move. Jira and Confluence Free stayed free. Atlassian Guard Standard stayed at $30 a month for 10 users, and Teamwork Collection Standard stayed at $15.00 per user for the first 100 users.

Is Jira free for 10 users?
Yes. Jira's pricing page says “Free forever for 10 users” (checked Nov 5, 2026). The Free plan includes unlimited projects, tasks and forms, the backlog, board, timeline and calendar views, 150 automation steps per subscription per month, 2 GB of storage and community support, on one site. The eleventh user moves the whole site to Standard: $9.70 per user on monthly billing, or $1,450 a year for the 15-user annual tier. Confluence Free has the same 10-user limit.
How much does Jira cost per user now?
Jira Cloud Standard costs $9.70 per user a month for the first 100 users on monthly billing, then $8.20 per user for users 101 to 250 and $6.85 for users 251 to 1,000 (list prices effective Oct 13, 2026). Atlassian's own worked example puts a 450-user Standard site at $3,570 a month, an average of $7.93 a user. Jira Premium is $19.60 per user for the first 100, $14.65 for the next 150 and $10.20 up to 1,000 users.
Annual billing uses fixed tiers: Jira Standard is $950 a year for 10 users, $2,450 for 25, $4,850 for 50 and $9,700 for 100. A site with 480 users pays the 500-user tier, $39,000. For a 10-person team on Jira Standard plus Confluence Standard, both annual, the bill went from $1,580 to $1,670 a year on October 13, 2026. On monthly billing the same team pays $168.50 a month, up from $157.50.
The meter under the seat price
Atlassian's paid Jira plans carry allowances that bill past their limit from December 3, 2026. Jira Standard includes 25 Rovo credits per user a month and 400 automation steps per user a month; Premium includes 70 credits and 750 steps; Enterprise 150 credits and 1,000 steps (checked Nov 5, 2026). Atlassian's announcement says “Allowance limits and billing for these meters will go into effect on December 3, 2026” for Rovo credits, automation steps and AI agent resolutions.
Atlassian's Rovo documentation lists the extra-usage price at $0.01 per Rovo credit, or $10 per 1,000 credits, and states that “Extra usage is enabled by default, and admins can set spending limits”. Admins can turn extra usage off in Atlassian Administration, and billable AI interactions then pause when the allowance runs out. In-line summaries, rewrites and Rovo Search stay free.
On the AppClap flat-price test, where a tool passes when the price on its pricing page is the price on the invoice, Jira Standard passes until December 3, 2026 and then fails by default. It passes again only if an admin switches extra usage off.
Jira alternatives that are open source and self-hosted
Of the 1,256 project management tools in the AppClap catalog (Nov 5, 2026), 149 are open source and 243 can be self-hosted. These replace Jira and Confluence for a small team without a seat meter; all prices were checked Nov 5, 2026.
Issue tracking and boards. Plane is AGPL-3.0 with about 62,000 GitHub stars; its cloud is free for up to 12 users, Pro is $6 per seat a month billed annually, and the community edition runs free on Docker or Kubernetes. OpenProject is GPL-3.0 with about 17,000 stars; the Community edition is free with no minimum users, and the supported Basic plan is €5.95 per user a month with a 25-user minimum, as shown to a European visitor. Leantime is AGPL-3.0 with about 12,000 stars; Pro is $8 per user a month billed yearly, and the community edition is free. Kanboard is MIT, about 9,900 stars, and free. Huly is EPL-2.0 with about 28,000 stars, and its cloud charges for storage rather than seats: Common is $0 with unlimited users and 10 GB, Rare is $19.99 a month flat with 100 GB.
Wiki and docs. Docmost is AGPL-3.0 with about 22,200 stars; the Community edition is free, and Business, which adds SSO and a Confluence importer, is $6 per seat a month billed annually with a 10-seat minimum. BookStack is MIT, about 19,100 stars, and free. Wiki.js is AGPL-3.0 with about 29,200 stars, and free. Outline is source-available under the Business Source License 1.1 rather than open source; its cloud is $10 a month flat for up to 10 members and its self-hosted Community edition is $0.
Kanboard, BookStack, Wiki.js, the self-hosted editions of Plane, OpenProject, Leantime and Docmost, and Huly's cloud plans all pass the flat-price test. Plane's paid cloud plans include AI credits per seat, so read the allowance before comparing them with Jira's.
How to read an Atlassian bill
- Monthly or annual? Monthly is progressive per user. Annual is a fixed tier, so 480 users pay for 500.
- Which meters apply to you? Rovo credits, automation steps, AI agent resolutions and Assets objects each have an allowance. Open Atlassian Administration before December 3, 2026 and decide whether extra usage stays on.
- When does your renewal land? Quotes created before October 13, 2026 are honoured until they expire, and a pre-rise annual quote cannot extend past November 11, 2026.
- Could the team fit in Free? Ten users, 150 automation steps a month and 2 GB. Many small teams can, and the price is $0.
AppClap reads pricing pages so you do not have to, and we never take vendor money. We covered the trackers in open source ClickUp alternatives and the wikis in Notion alternatives without AI, and Jira itself is in the catalog. Or describe the job in plain words: a project tracker my team can self-host without paying per seat.
